Operation Bootstrap is the name given to the project to take over the island of Puerto Rico. Operation Bootstrap means to takeover land or to takeover control of something. Operation Bootstrap was architect by Teodoro Moscoso. Operation Bootstrap is a project that industrialized Puerto Rico. PR provided labor below the mainland. Puerto Rico's economy changed from culture to manufacturing.
