Luis Munoz Marin was the president of the senate of Puerto Rico. He should have created a good list that would tell you what would have turned out good if you would put the factories there and a bad list that would tell what would turn out wrong when he puts the factories there before he would perform the bootstrap operation. In my thoughts is that Luis had a lot of things wrong with the project. The Americans did not only destroy Puerto Rico but they also destroyed peoples dream and that’s something that is unforgettable.

During the 1960s and 1970s the problem of the factories started to happen. It started to pollute the water and thousands of fishes died. Luis munoz marin found out that the factories wasn't helping the factories at all so he decided to move the factories to D.r. because he could pay the dominican cheaper then the puerto rican.
